At a Chicago-area naval base, an ambassador is kidnapped. Later, a Navy officer calls his friend Cal for help. A Colombian drug lord is holding the ambassador, and the officer wants Cal to rescue the man. Cal convinces the officer to get a pardon for imprisoned explosives expert Rick, and together Cal and Rick form an uneasy partnership. They travel to meet Yolanda, a stripper who supposedly knows the location of this drug lord, named Perez (who looks like a creation out of Madame Tussaud's). Our threesome then sets about to rescue the ambassador. Cal, Rick, and Yolanda meet resistance at every turn; apparently Perez's men have the drop on them. After multiple shootouts, Cal convinces Yolanda to use her son as a pawn to draw Perez away from his home, and then all hell breaks loose.

He buddies up with the witness, an accountant, and they hit the road. Outwitting their foes means taking all manner of conveyance, including automobile, train, and airplane.

A violent street gang, the Rebels, rule the streets of Gary, Indiana. The Rebels shoot Marvin Bookman, a store-keeper, for giving the police information about a drive-by shooting they committed. Marvin's son, former NFL star John who created the Rebels, returns to Gary to be with his father and, with a little help from his friends, to destroy the Rebels his way.

Despite threats from the mob and from the police department, he vows to continue his mission to find the persons responsible for the assassination. Maud Adams plays his new police woman partner, who falls in love with him during their investigations. 'Soda Cracker' also has to deal with the fact that many of the police officers on the squad may be corrupt, and tries to break down the criminal network whilst finding evidence against Ivan Moss.

Two incompetent Western outlaws engineer several failed crimes, including a botched stagecoach holdup. Fred Williamson, a tough-guy perennial in blaxploitation movies, does a rare comedy turn as a blundering patsy to Richard Pryor's slick con man.

Steele, a plainclothes Chicago cop, is recruited by the FBI to foil an assassination plot in Dallas, Texas. It seems that Joe Keno, a former nemesis of Steele, is planning to assassinate the Iraqi ambassador to the U.S. Keno is funded by several prominent Texas businessmen. Steele travels to Dallas, where he makes friends with Barnes; Steele is contacted by a Dallas-based FBI agent who sets him up with his contact, "Peacekeeper." Joe Keno has abandoned previous ways and methods; the assassin is now also a serial killer. While Keno's victims are found in abandoned warehouses and parks, Steele encounters numerous obstacles. The Chicago cop encounters friendly Texas racists, is ambushed in a redneck saloon, and battles the incompetence and petty jealousy of Dallas police. Meanwhile Steele tries to stop Keno before the Iraqi ambassador becomes his next victim.
