เรื่องราวของคณะลูกขุน 12 คนที่เข้ามานั่งฟังการพิจารณาคดีของเด็กหนุ่มวัย 18 ปี โทษที่เขาจะได้รับหากถูกตัดสินว่ามีความผิดจริงก็คือ การประหารชีวิตด้วยเก้าอี้ไฟฟ้า หลังจากผู้พิพากษาไต่สวนคดีเสร็จสิ้นแล้ว ก็ถึงเวลาที่คณะลูกขุนทั้ง 12 คนจะเข้าไปปรึกษาตกลงกัน เพื่อมอบคำตัดสินแก่ศาลว่าพวกเขามีความเห็นอย่างไรโดยที่มีข้อแม้อยู่ว่าคำตัดสินของคณะลูกขุนทั้ง 12 คน จะต้องออกมาเป็นเอกฉันท์ 12 ต่อ 0 เท่านั้น เมื่อการโหวตครั้งแรกเสียงออกมาเป็น 11 ต่อ 1 เมื่อมีหนึ่งในคณะลูกขุนบอกว่า เขาไม่สามารถตัดสินให้จำเลยที่เป็นเด็กหนุ่มวัยเพียง 18 ปีมีความผิดได้
