Alexander, a journalist, philosopher and retired actor, celebrates a birthday with friends and family when it is announced that nuclear war has begun.

The ten year old Nisse suffers from acute asthma and is rushed to the hospital. There he meets Lelle who is a bitter, lonely and seriously ill twelve-year-old. Lelle, who never gets any visits treats Nisse kindly. Lelle inaugurates Nisse in his secret plan to build a giant Zeppelin and steal the food available in the hospital's underground reserves.

The political focus in Blue is personal relationships, religion, prisons and sex. Blue omits much of the class consciousness and non-violence interviews of the first version. However, Sventon almost exclusively lives on cream puffs, and to transport these across the continent, he needs a portable fridge. He pays a visit to Stockholms foremost fridge inventor and are introduced to a new fridge which shrinks and deshrinks the food. The inventor is afraid his new invention will be stolen, and thus Sventon brings it to Paris where it gets stolen.
